The Division of Facility Efficiency is responsible for managing the state's Guaranteed Energy Savings Performance Contracting (ESPC) program. This program was authorized by KRS 56.770 to 56.784 and allows for the installation or implementation of energy services or equipment, including efficiency measures, conservation measures and alternate energy technologies in state government buildings. The cost of these measures is funded by the energy and operational savings generated by the services or equipment.
The division also operates the Commonwealth Energy Management and Control System (CEMCS) as well as a public energy dashboard at www.KYEnergyDashboard.ky.gov. This award-winning energy management information system was built on four pillars:
- Facility utility usage monitoring and reporting,
- Electronic bill entry and approval with accounting system interface,
- Building Automation System integration and trend history analytics,
- Work order management and remediation project tracking.
Using large data sets, Kentucky is able to analyze and reduce energy consumption in state facilities.
