Water User Fees

The Kentucky River Authority is funded through water user fees assessed on facilities that withdraw water from the Kentucky River Basin. Tier І water fees are based on water withdrawn from any source within the boundaries of the Kentucky River Drainage Basin. Tier ІІ water fees are an additional charge on water withdrawn from the “Main Stem” of the Kentucky River, and are reserved for the maintenance and replacement of the locks and dams on the Kentucky River.

The Kentucky River Authority, at its February 18, 2020 Board Meeting, voted to adjust the Tier I water withdrawal fee set forth in administrative regulation 420 KAR 1:040. The Tier I fee rate had remained unchanged since 1996, at $0.022 per 1,000 gallons of water withdrawn from the Kentucky River Basin. The new Tier I water withdrawal rate, effective July 1, 2020, is $0.029 per 1,000 gallons of water withdrawn. The seven tenths of one cent increase will go towards the increase in cost of operations. The Tier II water withdrawal rate is $0.22 per 1,000 gallons of water withdrawn.
