Holly M. Johnson was appointed Secretary of the Finance and Administration Cabinet by Governor Andy Beshear in December 2019.
As Secretary, Johnson serves as the chief financial officer and manager of fiscal resources for the Commonwealth of Kentucky. In this role, she oversees the operations of the Cabinet’s myriad agencies, including the Commonwealth Office of Technology, the Kentucky Department of Revenue, the offices of the State Controller, Financial Management and Procurement Services, as well as the Department for Facilities and Support Services. She also serves on many state boards and commissions, addressing such issues as state investments, affordable housing, student loans, economic development, environmental issues, workforce development, technology and information services, debt issuance, and major transportation infrastructure.
A career state government employee, Johnson has held a variety of posts throughout her tenure with a primary focus on budgeting, fiscal management, and administrative services, including overseeing all administrative functions for the Labor Cabinet, Energy & Environment Cabinet and Public Protection Cabinet as a shared service model. Immediately prior to her appointment as Finance and Administration Cabinet Secretary, Johnson directed administrative services within the Office of the Attorney General during Gov. Beshear’s four years as the state’s chief prosecutor and law enforcement officer.
Geri Grigsby
Deputy Secretary
Kentucky Finance and Administration Cabinet
Geri Grigsby was appointed Deputy Secretary of the Finance and Administration Cabinet on November 16, 2020. Before assuming this post, she served as the Cabinet’s Chief of Staff. Grigsby also previously served from 2013-2015 as the Cabinet’s General Counsel.
Immediately prior to returning to Finance, Grigsby was the Legislative Director in the Kentucky Attorney General’s office. A career state government employee, Grigsby spent the lion’s share of her state tenure at the Kentucky Transportation Cabinet. Over the course of more than 12 years at KYTC, Grigsby served in a variety of positions, including Chief of Staff, Deputy Commissioner of Vehicle Regulation and General Counsel. Grigsby also worked for the Kentucky General Assembly for more than five years, serving as General Counsel and then Chief of Staff in the Senate Democratic Leadership Office.
In addition to her state government executive and legislative branch service, Grigsby spent nearly eight years in Washington D.C. working on equal employment law as a senior attorney for the U.S. EEO Commission and as a staff attorney and legislative analyst for the U.S. House of Representatives Committee on Education and Labor, Subcommittee on Employment Opportunities.
Grigsby earned both her bachelor’s degree and Juris Doctorate from the University of Kentucky, where she was also a member of the UK women’s basketball team. A former Miss Kentucky Basketball, Grigsby has been inducted into several athletic halls of fame, including the National High School Sports Hall of Fame. Since 1977, Grigsby has held two national high school records for most points scored in a season (1885 points) and the highest point average for a career (46.1 points per game).
