Public Auction Information

The Finance and Administration Cabinet, Division of Surplus Properties conducts multiple public auctions and spot bid sales annually of miscellaneous state-owned property.

Live auctions may be held in different locations depending on the surplus property being sold. Each location and times for inspecting the items will be notated on this website and in email communications.

Most spot bid sales are held at Division of Surplus Property, 999 Chenault Road, Frankfort, Ky. Sales will be scheduled on the first or second Wednesday of a month on an "as needed" basis. Property may be inspected on the day of the sale from 8:00 a.m. to 1:00 p.m. at the Division of Surplus Properties.

One week prior to all announced auctions and sales, a listing of the types of property to be sold will be published on this site for public review. Check this site regularly for updates.

What is a "Spot Bid Sale"?

A spot bid sale is like a "silent auction." Upon registration the day of the sale, participants will receive a numbered bidding sheet to submit bids. Sale lists will not be available prior to the sale. All bid sheets must be turned in to the clerk by 1 p.m. on the day of the sale. Once all bids have been received, the award of each item will go to the highest bidder.

Announcement of Winning Bids

A list of the high bids for each sale item will be posted to this site after every sale. The Commonwealth reserves the right to reject any bid. All property sold "As-Is" and "Where-Is." Property purchased may be loaded until 6 p.m. on the day of the sale. Property may also be removed during regular business hours, 8 a.m. to 4:30 p.m., on the Thursday and Friday following the sale. All items purchased must be removed by 4:30 p.m. on the Friday following the sale unless otherwise stated. Failure to remove purchased items in a timely manner will result in forfeiture of the item(s) and disbarment from future sales for one year.

Payment Information

Live Auction Terms: A 7% buyer’s premium will be charged to all items sold. Full payment is due within one hour after the last item is sold. Payment can be made by cash, cashiers, certified or travelers checks, money order or personal check with proper ID. Any check totaling more than $5,000 and all out-of-state checks require a fully certified bank letter on bank letterhead guaranteeing payment or bids will not be accepted. All items sold as is and where is. All checks to be made payable to the "Kentucky State Treasurer."

Spot Bid Sale Terms: All items must be paid for in full by 6 p.m. on the day of sale except in the case of emergencies, which must be approved by Division of Surplus Properties by 6 p.m. on the day of the sale. Failure for payment in full will result in the forfeiture of item(s) won and disbarment from future sales for one year.
