Office of the Secretary

The Office of the Secretary provides executive policy and management for the departments/divisions of the Finance and Administration Cabinet. The Secretary serves as the chief financial officer and manager of the financial resources of the Commonwealth.  The Secretary also serves on numerous boards and commissions including the Kentucky Economic Development Partnership Board, the Kentucky Economic Development Finance Authority, the Kentucky Economic Roundtable, the Kentucky Higher Education Assistance Authority, the Kentucky Infrastructure Authority and the Kentucky Housing Corporation.

Office of Administrative Services

The Finance and Administration Cabinet's Office of Administrative Services is responsible for any functions and duties as the Secretary may assign relating to, but not limited to, Cabinet accounting, purchasing and operational/support services; development and administration of the Cabinet's budget; Human Resources management; administrative assistance to various boards and commissions; postal and messenger services; and fleet management. Within the office are five divisions: the Division of Administrative Support, the Division of Budget and Planning, the Division of Human Resources, the Division of Postal Services, and the Division of Fleet Management.

Office of the Controller

The Office of the Controller is responsible for all state accounting policies and procedures, cash management and strategic financial planning. The Controller acts as the commonwealth’s chief accounting officer.

The office maintains internal accounting controls, operates the accounting system and reports the results of financial operations to management and to the public. The office works closely with others to coordinate the program, budget, and cost management components of the state’s long-range business planning process.

The Finance and Administration Cabinet's Office of Policy and Audit provides guidance to agencies on pre-audit and post-audit policy and records management.

Office of General Counsel

The Office of Legal Services for Finance and Technology provides administrative and legal services for their respective offices/departments and to the Finance and Administration Cabinet and Cabinet-related entities. Members of this office also represent the Cabinet before administrative boards and at all levels of state and federal court.

Office of Public Information

The Office of Public Information is responsible for overseeing internal and external communications, handling all media requests for information, preparing and distributing all press releases, coordinating the publication of all newsletters and reports and maintenance of cabinet Web sites. The executive director acts as chief spokesperson for the cabinet and its agencies and is the primary contact for all media inquiries.

Department for Facilities & Support Services

This department is responsible for the commonwealth’s capital construction program; real property acquisition, disposition and leasing services; the daily operation and maintenance of state-owned office properties and surplus property services.

Equal Employment Opportunity & Contract Compliance

The Office of Equal Employment Opportunity and Contract Compliance manages the Cabinet's equal opportunity (EO), affirmative action (AA), Title VI, Americans with Disabilities Act (ADA) and contractor compliance programs.  Specifically, the office:

  • creates, implements and monitors EO/ AA, Title VI, and ADA implementation plans;
  • provides ADA, sexual harassment prevention, diversity, and workplace violence prevention training;
  • investigates complaints of discrimination, harassment, and retaliation;
  • develops standard procedures regarding EO/ AA, sexual harassment, diversity, and the ADA;
  • recruits for a diverse workforce;
  • promotes small business participation in state contracting; and
  • monitors EEO compliance for state contracts that exceed $500,000.

Commonwealth Office of Technology

Our Commonwealth Office of Technology employees provide the leadership, policy direction and technical support to all executive branch agencies of state government in the application of information technology and the delivery of information services. Its goal is to transform the Commonwealth’s use of information technology (IT) to improve the efficiency of state government and our delivery of services. It hopes to meet these goals by: taking an enterprise approach to IT; offering IT as a service or utility to state government agencies; establishing enterprise standards and architecture; promoting technology in Kentucky's educational systems; and helping to keep and attract high-tech companies to Kentucky.

Department of Revenue

The Department of Revenue is the state agency that administers the tax laws of the commonwealth and bills and collects the tax revenue necessary to support the state services provided by the commonwealth.
