State Board for Proprietary Education

The purpose of the State Board for Proprietary Education is to administer and enforce the statutory authority and to monitor the needs of the consuming public. The Board licenses all eligible schools under its jurisdiction. It recommends appropriate changes in the law to assure fairness and equality. The Board conducts formal hearings when necessary and prosecutes by due process any violators of KRS 165A.
Notice: If you are a student looking for a transcript from a closed proprietary school, please submit the following form. Please be advised that this form must be submitted before any transcripts may be issued. Please allow seven to ten business days for processing.

Please be aware that it is your responsibility to keep the board notified of any address or name changes. Failure to do so may result in delays in the licensing process.

All board meetings are scheduled to begin at 1:00 p.m. with committee meetings to begin at 9:00 a.m.
All meetings will be held at the Division of Occupations and Professions, 911 Leawood Drive, Frankfort, Kentucky (unless otherwise noted).

*KRS 165A.330 requires all new school applications be filed with the State Board 30 business days prior to being considered by the board.
NOTE: Effective immediately all applications for new programs (this includes associate degree, certificate and diploma programs), transfer of ownership, change of location and program revisions must be received in the board office 10 business days prior to the board meeting date.

Attention Former Students of Decker College |

If you were attending Decker College in Kentucky during the Fall 2005 term and have suffered a monetary loss due to the closing of the school and have not yet obtained a refund or had your debt forgiven, you may be eligible to a pro-rated refund of your tuition, books and fees.
If you were a Kentucky resident attending Decker College at the Indianapolis, Indiana location during the Fall 2005 term and have suffered a monetary loss due to the closing of the school and have not yet obtained a refund or had your debt forgiven, you may be eligible to a pro-rated refund of your tuition, books and fees.
In order to make a claim against the Kentucky State Board for Proprietary Education Student Protection Fund, you must file a claim form with the Kentucky State Board for Proprietary Education either by mail to P.O. Box 1360, Frankfort, KY 40602, or by delivery to 911 Leawood Drive, Frankfort, KY 40601. Claim forms can be downloaded on the Board’s Web site at: http://finance.ky.gov/bpe/. If you have any questions, call the Board’s administrator at (502)564-3296 ext. 237.
