Office of Administrative Services

Picture of filesThe Finance and Administration Cabinet's Office of Administrative Services is responsible for any functions and duties as the Secretary may assign relating to, but not limited to, Cabinet accounting, purchasing and operational/support services; development and administration of the Cabinet's budget; Human Resources management; administrative assistance to various boards and commissions; postal and messenger services; and fleet management. Within the office are six divisions: the Division of Administrative Support, the Division of Budget and Planning, the Division of Human Resources, the Division of Occupations and Professions, the Division of Postal Services, and the Division of Fleet Management.

Division of Administrative Support

The Division of Administrative Support is responsible for all customer billing, asset management, accounts payable, general accounting, procurement for the operations of the Cabinet and various support services for the Department of Revenue.  The division consists of four branches: Internal Accounting, Procurement and Customer Billing, Operations and Support Services.

Division of Budget and Planning

The Division of Budget and Planning is responsible for budget planning and submission, expenditure reports, capital plans, revenue projections, cost allocation, rate reconciliation, and maintaining the Chart of Accounts. This division coordinates the establishment of an approval process for purchase requests within each unit of the Cabinet for budgetary controls.

Division of Human Services

The Division of Human Resources contains the Personnel Branch and Payroll Branch. Together they manage and coordinate personnel, payroll, employee benefit and performance functions for the Finance and Administration Cabinet.  In addition, the division performs the payroll and personnel system functions for the Executive Branch.

Division of Occupations and Professions

The Division of Occupations and Professions provides administrative and fiscal management, technical support and advice to 20 regulatory boards in the complex system of occupational licensing. Licensing boards currently served by the division range from alcohol and drug counselors to veterinary examiners. These organizations consist of more than 40,000 licensees or certificate holders.

Division of Postal Services

The Division of Postal Services provides state government postal and messenger services to 125 state agencies. The division also advises agencies concerning the U.S. Postal Services rules and regulations.

Fleet Management

The Division of Fleet Management provides technical and administrative services as well as procurement support for state vehicle fleet administration.  The division manages the State Motor Pool and provides comprehensive vehicle maintenance and repair services.
