Administrative Services Organizational Design TrainingThe EMPOWER Kentucky Simplified Administrative Services Project presented the Commonwealth with a unique opportunity to create more efficient and outcome-oriented business practices. These new Administrative Services business processes, in some cases, required changes to existing organizational structures and to the makeup of an agency’s workforce. During project implementation, organizational design activities included training agencies in:
Restructuring of administrative services units at the cabinet, department, division, and branch level
Assessing the fiscal impact across these units to reflect changes in FTE's and other resource requirements
Assessing the costs and benefits of restructuring
Making changes to reporting relationships
Staff were identified to lead organizational design activities in their agencies. Training was delivered August 1998 and March 1999 to transfer to the skills needed in organizational design and workforce transition efforts to these agency representatives. Tailored exercises and tools were developed to make sure that agency-specific issues are addressed. Materials, tools and guidebooks for the three workshops follow:

Administrative Services Stakeholder Communication Training
Persons, or groups of persons, are considered "stakeholders" if they will be affected by the changes to existing policies, procedures or processes and/or if they have a vested interest in these changes. Communicating with stakeholders is a priority for the Finance and Administration Cabinet.
Keeping all of our stakeholders informed and involved is no small undertaking. Agency "Communication Leads" are critical to "spreading the word" about administrative services efforts. Following are training materials and tools provided to Communication Leads to help them plan for communications during the EMPOWER Kentucky Administrative Services project implementation.
